At the moment, no, you can only buy xbox games for 20 dollars each. However, at E3 2009, Microsoft announced that their Fall 2009 update will support Xbox 360 game purchase capability. This will only be a select few at launch, like Mass Effect and Assassins Creed, so no new games.
If you mean full games (disc in a box with instructions) then no. However Microsoft are implementing this very soon.

"We’re going to have 30 or more games launching in August, worldwide, in all markets. We’ll also be adding new content in all of our markets weekly, this is the Games on Demand service that was announced after the Microsoft press conference: you’ll now be able to buy full-sized, big-name titles directly from Xbox Live and download them to your console."
It’ll work a lot like Valve’s Steam service where you can buy a game and download it. You can delete it to free up space then re-download it on any Xbox 360 in the world.
